WordpressNub on "This has Probably Been Described Sub Domain to Root."

Hello;

First I have used the forums to check out instructions on this process but I'm still a little confused.

If I have my wordpress site on http://test.example.com how do I move it to example.com.

1) Lets say the Wordpress build is only on test.example.com and example.com contains no wordpress framework. What process is involved? Can I just have the contents on test.example.com redirect to example.com using a .htaccess file, if so how. What issues would I expect from a technical and//or SEO standpoint if any?
